transaction between all publishers and large buyers such
as libraries, for the period of one month. New rates are set every month by the Committee.

the result value is positive decimal no., then it must be rounded off
to next higher whole no. i.e. "0.2" will be considered as "1", "1.8" as "2" & "-1" as "0".
